On January 24, 2023, the Brazilian Patent and Trademark Office (BRPTO) formalized the normative character of the Meeting of December 28, 2022 report, with deliberations on the simplification of registration processes for transfer of technology agreements.

Among these measures are the possibility of substituting the apostille or consular legalization by the digital signature; the non-requirement of placing initials of the signing parties on every page of agreements when the documentation is accompanied by a statement of truth signed by the attorney; non-mandatory signature by two witnesses of documents signed in Brazil, and others. More importantly, the deliberation included the possibility of accepting licensing agreements for non-patented technology and paying royalties for trademark, patent, and industrial design applications.
